No. It is just that when Russian IPs got banned, people thought of a DDoS coming from Russia. But since we are at Sup Forums's, tinfoils started speculating it must be linked to something in the news... e.g. the fact Russia and NATO are closing in. So people started posting DEFCON links. Except that... DEFCON (see OP) is just a faggot website that collects news. It is not an actual government organization.
People are trying to meme magic the ban of Russian IPs into the start of WW3.
