MadTV wanted desperately to create a breakout character they could build a movie around but never achieved this, but they really pushed them.
At the same time, they didn't really try. The reoccurring character sketches were also basically filler for the show when the writers couldn't come up with enough original material, because all of them pretty much wrote themselves (you could write a Stuart sketch right now if you wanted). This contributed to why the characters never branched out into movies.
