There was a guy on Steven Crowder's podcast who said that laws that require people with HIV/AIDS to disclose their diagnosis with their lovers discourages people to get tests [because not getting the test and being ignorant is better than getting the tests and having to disclose the information to others]. With his own logic, he is essentially saying that gays don't get tested because it's easier/better to not know if you have a disease than it is to know and have to tell people. So there are potentially a lot of gays who have the diseases who don't know, and intentionally don't know because 'fuck laws'.
Personally I don't really care what your sexual orientation is, if you want to give blood you should be able to -- if you can prove you don't have a disease or any other physical condition that would be bad for you or the receipient.
They already test for anemia before you can donate [to protect you from fainting during donation], so why shouldn't we require that donors be free from transfusion-able diseases?

All tests have cut off values for whatever they are testing. What constitutes positive and negative values for those tests help form characteristics such as sensitivity and specificity.
So testing banked blood invariably results in some degree of false negatives, and then you'd transfuse infected blood... into people who are presumably ill. Which could have been reduced by people just disclosing their risk of having these diseases.

When you're infected by HIV it takes some time for it to actually show up on tests, so the first few weeks your virus is flying under the radar.
