It basically is but what separates it from some of the 80s jangle bands is there are a lot more effects to create a kind of "woozy" druggy guitar sound (lots of chorus and reverb and tape machine manipulating, deliberate lofi sound), while the old jangle pop bands had a very clean crisp guitar sound that resembled a 12-string or johnny marr.
Post-internet also includes like yung lean and bones and OFWGKTA and ferraro and grimes and shit like that too tho. It's basically used to describe any artist who is very web 2.0 and internet based or popular online. There's also that whole sense of nihilistic disaffectedness and post-irony sense of humor.

There's so many examples like Ryn Weaver or Catey Shaw who go from absolute zeroes to playing major festivals because of some shit they put on SoundCloud that got them "discovered." Really it's just a way to market them as being authentic while giving some false hope to aspiring musicians that they can make it too.
