The EU is a far larger economy than the UK. If we decide to introduce tariffs and other restrictions that make trading with the UK infeasible, the whole EU can get away with a 3%~ damage to the GDP, while making the UK suffer a 20%+ loss.
The russian sanctions had a similar effect (although different ways and goals).
