The L in ISIL refers to the Levant. It's a large area that includes Syria, which is what the second S in ISIS stands for.

I think he's implying that it's more than just Iraq and Syria that are Islamic States.

ISIL is the sort of Jewish name.
ISIS is the more common western name.
I think part of the reason the US govt has trouble saying ISIS is that Isis is an egyptian goddess that is part of the the 3 headed god the freemasons worship (Jehovah/Ba'al/Isis)

Levant is the translation for Sham, ISIS use Sham for Syria.
But it's to year that they call themselves IS, Islamic State, we still call them ISIS because Americans still use this denomination.
Daesh is forbidden because it sounds like an insult in arab (technically, "troll"), Caliphate is a more proper name but using it is a legitimation of their claims.
