It was very convincing though, that's the problem with these documentaries. They're set up in such a way as to make you sort of see the pattern before it's explained, so that when they do explain it the reward centers in your brain light up and you feel good about working it out, so you trust the documentarian and believe what he says.

There is some truth to that actually. You're obligated to report your income, but not to pay tax on it as per the letter of the law.
Tax evasion is a crime of not accurately reporting your income and not not paying your taxes.
Once you start getting into civil law and legalese there is all kinds of weird fucking things happening that are borderline gnostic (the question of agency and legal fictions, off the top). Using the system itself and its implicit games you can operate extralegally.
There is the whole freeman movement which sounds like tinfoil at first until you dig into it a little more and realize its using the system against itself in a clever and interesting way in the spirit of the original admiralty laws they were modeled against.
Its kind of like the american version of common law, for lack of a better description.
Strictly speaking a lot of the things people call "laws" are really just civil codes. The idea being that you have to voulentarily submit yourself to following those codes, and if you know what your doing you can officially divorce yourself from obligations to the code.
The application of this concept relies on how big your balls are, there are youtube videos where a guy pretty much BTFOs a civil court judge so bad they just dip the fuck out because the guy was able to tapdance through the minefield and there was nothing they could do.
Basically its the concept of legal universes, the law itself is bound by its own reality, but as a human being with personal agency you are not. Like i said, its legal Gnosticism.

Neither does the guy talking about it. Jack Fresco is a self proclaimed inventor who has invented nothing. He also has ties to the UN, hard to say if the film and its sequels were infiltrated and intentional disinfo or they were hatched that way but there is no such thing as a 'grassroots' film that launches in like 50 countries simultaneously and gets that much exposure. In hindsight, it's all very suspect and should be eaten with a pound of salt.
