I haven't listened to OF in years, but they did feel like the Millennial generation's Sex Pistols. They had the same kind of vulgar humor high school kids really had, which no one else would touch. Obviously there were much more vulgar rappers, like Necro, but nobody reflected that generation's sense of humor more honestly, and that was refreshing and cathartic. They were not great, but they were extremely talented for how young they were, and it was exciting for how DIY they were (at least before Goblin happened).
Before you get whiny about the Sex Pistols comparison, note that the Pistols were a shallow, marketed, posturing product, and that can be said about OF as well. There was a lot of hype with both.
Also note that I'm not sure the impact was all good. At the time it was fun and exciting, but it probably set things up for all the anti-PC "alt right" bullshit around today.
