I can't say without a doubt that almost all japanese cartoons from the 80's were much much better than anything usa produced, I still liked some usa cartoons, but most of them were atrocious by comparison.
Japanese cartoons were much better for a lot of reasons, not only they were better drawn and animated, they also had much more story (like a soap opera) unlike the usual american cartoons that every episode was a different adventure.
IMO, Tom Sawyer can still to this day clean the floor with any cartoon ever produced by usa.

Nonsense, there were plenty of French cartoons on TV. And most of the Jap stuff that came early on was French-Jap or Euro-Jap co-productions.
