Honestly, MLB is always trying to fuck over the Japanese and it's really getting to them. Also, these Japanese stars are so important that a guy like Shohei Otani is the only reason the Ham Fighters are still around and getting a new stadium. MLB either turns these NPB players into studs (see Darvish), or wastes their talent (see Daisuke Matsuzaka). MLB now wants to cap that at $20 million, a fraction of what Shohei Otani is worth.

The MLB didn't "waste" Matsuzaka's talent. It wasn't like what the Mets did with Syndergaard where the team and staff overworked and physically destroyed him. His first year in the MLB was getting signed to the team that would go on to win the world series that year for 52 million dollars. The Red Sox made him a starting pitcher and when he was no longer competitive in a major league way. The problem is not the MLB, it's just delusion on your end for falling for the hype and thinking "Matsuzaka was entitled to a hall of fame or at least multi Cy Young worthy career!". He was given a thousand times the chances most prospects ever get and he couldn't get the results.
Not to mention, the MLB can't swoop in on any of these guys without the senior ownership/league/handler guys interceding or approving. Picking up a Japanese prospect is nothing like a Latino one.
Then there is the fact that the NPB, though impressive for a foreign country, is still basically a joke compared to the MLB. The NPB clubs make short sighted, 'irrelevant to winning baseball', management decisions that embarass most MLB clubs. There are shitty owners and GMs in the MLB (Marlins especially atm) but there is definitely a sense of parity and a will to win.

You know, for a country as baseball crazy as Japan, i'm surprised the NPB doesn't do better financially. They certainly get the attendance, but it seems like they have a real problem with financial management. Pretty much every team outside of Hanshin and Yomiuri would be in the red if it wasn't for their corporate sponsors. Considering the population density of Japan, a 12 team league feels pretty small as well.
You also get weird situations like the Orix Buffaloes, which is a merger of the former Orix BlueWave and the Kintetsu Buffaloes. They split their home games between Orix and Kobe, the former locations of the two franchises.
