This kind of martial imagery was popular among post-punk bands, a lot of the band members were into stuff like German expressionism which features a lot of that. It's more of a modern art thing than nazi.

I mean, if you compare how Joy Division used Nazi imagery and themes in their work to, for example, how Sid Vicious or Siouxsie and the Banshees did there's a stark contrast. Sid and Siouxsie did so with a dark humour, with Belsen Was a Gas or the satirical, provocative performance of Deutschland Uber Alles. Joy Division used the themes in songs like Warsaw or No Love Lost to represent a horror and misery.
