Whenever somebody states that an artist or musician "defined" a year or period of time, it means that their music (in this case, a song) was omnipresent in both the music realm and popular culture. It managed to achieve social dominance and a significant influence in music of that year or time period. Like for example, Nirvana defined 1992 (in reality, they defined the 90s and laid the blueprint for Alternative Rock, but for this, I'll say 1992), as Smells Like Teen Spirit became a worldwide hit, Nevermind hit #1 on the Billboard 200, and they garnered a huge fan-base that were inspired by their fashion and in turn, wore flannel and ripped jeans. It's not even close to being "vague" or even being a "women" thing. Anyone with a shred of common sense knows whenever someone says something like that, it's obviously that the artist had huge relevance and significance in the specified year/time period.
