Why is telling a pivotal story in the existing universe somehow less justified than making a sequel when the overarching plot is already finished?

Because it's the simplest way to explain it. It wasn't just that things were done badly, they were done wrong. There's a thing they keep mentioning, "Star Wars is about the characters". Well this movie has shit characters and we don't care about them (cue bland tired picture of the heroes).

Star Wars is also about an adventurous tone. That doesn't need to be formulaic, IV and V are very different movies. R1 tried to do something different, I don't know what exactly, but it just didn't work. It's not a "gritty war movie", it's not a character movie, it's not anything.
The books, games, I haven't seen the cartoons but I'll guess they too, have different kinds of adventures, some very "un-formulaic", some with harsher tones, some with lighter ones. It can be done, it can be done right. But this hit nowhere close.
