According to him, the murder of Rafaat was orchestrated by a criminal organization residing in São Paulo, but the results would also be seen in Rio de Janeiro, as they'd become the biggest smuggling organization for the region's criminals.
"I've participated in investigations regarding Rafaat before, he was an known for preventing Brazilian cartels from setting in the border. His movie-like death can only possibly mean that Brazilian criminals decided to take control of the region, and that's terrible news for any Brazilian authorities" said Beltrame, adding that if they took control of both sides of the border, Brazilian cartels would own the entire drug chain, from production to distribution.
"We have information that the cartel (Brazil) already acts in Paraguay, and if that's confirmed, it'll shake all crime inside Brazil. His death (Rafaat) is an alert for all of us" said Beltrame.
Jorge Rafaat, known as the "Border King", was murdered during an ambush, in which his car was hit over 200 times by a .50 machine gun. The gun's heavy caliber went through his car's shield, as it's used by the army against aircratfs. Accused of drug trading by Brazil's justice, Rafaat lived as a succesful businessman in Paraguay.

Right now our police can barely hold against criminals, they have to raid favelas (which are pretty much labyrinths on top of a hill), against criminals armed with assault rifles, missile launchers and the shit you see in pics. If the cartels decide to step up their shit, which they most likely will, crime will explode in Brazil. the side pic you posted, you can see bullet blew out in the front dash and air conditioning vents. the windshield looks like it was "armored", but not rated to a 50cal though. a regular windshield would have had a large opening from just a few 50cal rounds in the same spot, it looks like it held together, but still let the bullets through. a small caliber probably wouldnt have penetrated this guys windshield. the attackers probably knew this and knew a 50cal was needed.
