There was a film from about 10 years ago set in Scotland (or at least the UK) with vampires living in poverty in abandoned housing estates and being hunted by some obsessive bureaucrat. I remember seeing it at a festival but I can't remember the name.
Imagine if Ken Loach directed a vampire film.
