Paulie seemed like he was aware of the whole "book" of rules regarding newcomers and his status as capitano, but he didn't know when he was going too far and being so old fashioned made his life and those around him miserable several times (The whole thing with his mother, the cat superstitions and his whole awkward cringy visit to Italy), to summarise, he's immature.
