The different colors are dividing by culture; the different shades break down the regions better. This isn't perfect; countries like the Baltics also have an Eastern European influence, but I tried to go with the way most people would divide it.

Also, the culture of the UK and Ireland are different than the rest of Western Europe, but they're generally grouped in with them because of the whole Cold War thing.

London and Paris might get an over proportionate number of visitors but there still nice places to visit.
However its kind of relative. I love London where as I could take or leave Paris. Im sure other people feel the opposite.
To be fair on our dutch friend, there's inherently more interesting cities to visit in Europe. Rome and Venice come to mind.
