The idea is that they build their orbital rocket from the ground up.

They start with the first stage - shown landing here - and then they build the 2nd stage, and then the 3rd

For this configuration, you get 5 minutes of weightlessness for a few hundred thousand dollars. There are a LOT of millionaires who would do this.

To be honest if I wanted to be weightless I'd go skydiving. Or if I wanted to experience a multiple-G corkscrew in a small aircraft without a pilot's license.
