What drug have you been using?

Supercomputers are nothing but plain old regular xeon cpus ( the ones used in servers that yiou can rent for 100$ / month) networked together using a low latency, high bandwidth networking fabric like for example infiniband. Perhaps some FPGA accelerators thrown in for speed up calculations that can be easily parallelized. + a nice Message Passing Interface so the code running on all these thousands of computers can be easily communicate with eachother.

Creating a supercomputer is pretty easy, scaling a existing ecosystem supercomputer is even easier.

it's not due a lack of capability, there is simply no need for one. (probably more intelligently written code by better programmers making use of resources more > something that is really hard)

Every super computer is like different type of car (F1 car vs school bus vs passenger car) they all behave differently and basically require you to re-learn how to drive from the ground up.
