For example, I've seen maps when Southern Slavs barely made it up to 90, Polish, Czechs and Slovaks were 98, Russians, Ukrainians and Belarussians 97, Italy, Spain and Portugal were all 96 or 98, which kinda makes much more sense considering the fact these are closely related and most of the time share common sources for their educayshun (talking mostly about slavs here)

Here. Allow me to answer the question,since Romanians are so butthurt they can't even think straight.
Commie times in Romania were pretty much identical to modern days. That's not to say their country was so modern. Rather, their country hasn't improved the slightest in any area for 30 fucking years.
It's so terrible in fact, that some 3-5 million Romanians had already fled their country, like concerned rats fleeing a sinking ship. God bless the EU for giving this opportunity to them, so Western European cities could enjoy being flooded by Romanian beggars, pickpockets, thieves, prostitutes organ traffickers and mafia.
Oh and this last year more kids were born to Romanians outside their country than for Romanians inside. it's true! If current trends continue within a couple of decades as high as half of Romania will have left their country for Western Europe.

Nicolai Ceausescu was a moderate socialist in the beginning and gained praise from the West for his comparative liberalism and refusal to lick Soviet balls. He was the first foreign head of state that Richard Nixon met with after becoming president. What happened next is that he went to China and North Korea in 1971 and became completely overawed with what he saw and decided he needed to do that.
He then embarked on lunatic mass collectivization schemes and bulldozed dozens of Romanian villages to build ugly gray commie cinderblocks. Bucharest was also mostly razed and rebuilt from the ground up, the people whose homes got razed having no say in it. During this time, the Romanian state became more and more Orwellian and oppressive, with a huge personality cult built up around Ceausescu. The state security forces, the Securitate, had a huge army of informants spying on practically everyone. The Romanian Orthodox Church was ruthlessly suppressed and clergy jailed or subjected to forced labor.
Tragically, Western countries continued to lick Ceausescu's nuts because of his anti-Soviet stance and amicable personality. Vice President George HW Bush in 1983 called him "one of the good communists".
As the 80s wore on, standards of living in Romania devolved to Africa level as Ceausescu spent most of the country's money trying obsessively to pay off huge foreign debts. With the Cold War winding down, the US had less need for him and began to criticize Romania's appalling human rights record. Finally, the people rose up and overthrew him at the end of 1989 despite his best efforts to conceal the collapse of communism going on in the neighboring countries. The end.

Also, Ceausescu had an obsession with trying to reverse the country's low birthrates. One of his very early actions was a pro-natal campaign that led to a record crop of babies being born during the late 60s. After that however, it turned to straight-up coercion as abortions were banned completely except for females under 16 and over 38, and women were directed to have at least five kids whether they wanted it or not. Mandatory gynecological inspections were used to enforce this rule.
Ironically, the downfall of the regime was spearheaded by the huge generation of Romanians born in the late 60s, who were reaching adulthood at the end of the 80s.
Another factor was that under Ceausescu, much like the North Korean regime he admired, the Romanian Communist Party was suppressed to his personal dictatorship. RCP members enjoyed no special privileges and lived like common workers while the Ceausescu family lived like princes. Thus, nobody in the RCP felt any obligation to come to his defense in December 1989. The army also felt no obligation to save the regime as their budget was minimal and morale almost nonexistent--the Securitate received the lion's share of state funding.
As one other tragic legacy of Ceausescu, Romania ended up with a huge HIV rate due to the common medical practice of injecting newborn babies with extra blood, using unsanitized needles.
