If you resist arrest, the cops are allowed to use force to complete the arrest. This is true in every country, including Norway. If anything, they used TOO LITTLE force, as evidenced by her continued efforts to resist arrest right until the very end of the video. She was clearly not incapacitated. So the cops did nothing wrong, except go soft on her.
