This dude looks purely Caucasian to me, but in any case, millions of Turks settled in the Maghreb during the period of Ottoman overlordship; there is still a sizable population of Algerians that identifies as being of Turkish descent (though they are not politically mobilised behind this identity). The famous French actress Isabelle Adjani is one of these Turkish-Algerians, I think.
