The Brazilian government also keeps raising taxes, which is driving more and more people out of the country. It's very likely by 2060 Brazil will have worse development rates than sub-Saharan African countries as it's predicted the average IQ in Brazil will be around 60, which is barely human.

Don't even bother wasting your time. The "intelligence is environmental" argument was debunked numerous times already but leftists will keep saying otherwise. There are countless studies on this topic, people who are legitimately interested on learning it will find it blatantly in the open.
Because it's free and therefore it attracts smart people who are willing to make business with you and invest on your country. Freedom is like a brain magnet.
America still attracts all the smartest and wealthiest people on Earth.It's something EU should focus on more, since almost all the brightest people from even the EU generally want to go to the US.
In return US rewards you with highest sallaries in the world for professionals. Only Switzerland, Luxembourg and Norway can compare with US salaries in professional fields and at higher levels US wins again. Also US at sufficient levels of income is the same or better than Western Europe so it's not like you're moving into a ghetto or anything.
All you have to do is lower the taxes and guarantee property rights. That's literally all you have to do to attract smart people.
