The biggest mistake was promoting Catholicism ahead of Gaelic culture. People became Anglo because they felt being Catholic was enough.
People became Anglo/Norman because they promoted a more comfortable standard of living with their towns ahead of the semi-nomadic Celts. The only the settlements that the Celts built were ecclesiastical and being a monk isn't the most comfortable life.

The Anglicisation of Ireland was due to the replacement of the native aristocracy, British school system, and promotion of English by the Church (they wanted more English speaking missionaries and more mobility for the Catholic middle class). It has nothing to do with the development of towns.
