Honestly, I don't think this is Persian. Salamat "well-being, safety" is spelled as سلامۃ (which is an orthographic variant of Arabic and, possibly, Ottoman Turkish سلامة), while Persian borrowed this word in the form of سلامت.
The first word (i.e. the first to the right) looks like بالت or نالت. The latter, نالت nalat correspond to the 3rd person feminine form of nala "to obtain, get".
If it's so, نالت سلامة could mean "safety obtained ..." but that doesn't make any sense to me.
