I'm trying to find information about this, but I'm not finding much, other than there was a reestablishment of relations between Canada and Somalia in 2012. Some article (not from the government) from June 2013 mentions this though.
It'd surprise me if it's still true for all cases, considering the Minister of Immigration, Refugees and Citizenship is himself a Somali.
