He got surprisingly little screentime for the main villain. Vader was the main antagonist right from the beginning:

>is established as the guy who killed Luke's father
>he's a former Jedi and is one of the main symbols of the mystical/fantasy aspect of the movie
>chokes military leaders and gets away with it
>personally tortures Leia
>kills Obi-Wan
>comes up with the plan to let the rebels escape to follow them back to the base

And he was clearly meant to be kept alive for a potential sequel, not like Tarkin who was just blown up. Unless you were being sarcastic and I missed your point entirely.
