It does here in Sweden. They have precise routes they take. Which is good in case you just got there when the bus arrives.

This. Here in Brazil sometimes the driver doesn't even stop when there is people because bus robberies are at an all time high. So if there are shady people on the bus stop, the driver just keeps going as fast as possible.
Because they have a time schedule to follow. Sometimes the bus will stop for 5-10 minutes so it arrives exactly when it's supposed to be there
