I personally believe people from an ethnic minority, who are most likely to be oppressed and spapegoated by the White majority, should be allowed greater representation than the average White voter. Whether it's mixing things up so their votes count as two votes instead of one, or automatically registering the non-voters in their community with the party most people from their ethnic background voted for (many might be scared to go to the polling station due to racist taunting etc). Garbage idea. Here's what SHOULD be done:
People register for the group they want to vote for. There is an interview stage of kind, decided by that group (it can be anything from automatic acceptance to computerized tests to personal interviews). This decides whether your registration for the group is accepted or not. A set minimum number of voters must be accepted at this stage.
Accepted voters are then cross-examined by all other parties, which must select a certain number of voters to accept within an interval.
The intersection of all accepted voters is the set of people who are allowed to vote for this election.
The result is that people whose mind cannot be changed will not be allowed to vote on either side. Parties CANNOT choose only blind sheeps, or no other party will accept them as voters.
There are still flaws in this system, but it's significantly better than what's available now and your proposal.
