There were similar standards in the early years of the US. Maybe a college degree shouldn't be the requirement, but surely some sort of proof that the citizen is politically literate and not a retard should be used.

Its purpose is to transfer power from someone with longterm loyalty to the people, to international capital.
That said, their inventions often turns on them.
