You're correct in that most people are too uninformed about politics and can make awful decisions because of that. However, the solution can't be an elite that runs around doing whatever the fuck they want, completely ignoring the public opinion. There has to be some kind of balance where the people can feel like their leaders care about their wellbeing and security. EU lacks that kind of balance, which is why Brexit happened.
The speech is from May, and it's more of a general comment rather than his take on Brexit.
