This is an issue with many small scenes in the 90's, to a degree it's even the case with Seattle back then. One reason there aren't many truly good shoegaze bands is because the genre requires you to go full retard with the distortion and reverb which is something most people aren't into doing nor listening to, as demonstrated by the small popularity of the scene when it was new.
The next best thing after shoegaze is finding what a lot of those acts ended up doing later. Mojave 3 comes to mind, it's a great listen for those who are fond of Slowdive. Albums that are heavily influenced by shoegazr are fulfilling as well (Dynamo, Siamese Dream, Pikul).
Seconding Quique by Seefeel. Pretty innovative album in the whole "Electro-Gaze" thing.

The remastered Pygmalion demo album is also a very solid Shoegaze album with electronic elements.
Also no one talks about Slowdive's "5" EP which is an interesting mix of electronic ambient music with Shoegaze.
