Why are you under the delusion that Vader is answerable to some random fuck face? Vader can kill pretty much anyone in the empire with total impunity. He would have faced absolutely no recriminations or fallout for murdering that guy. He only stopped cause Tarkin told him to, and the Emperor put Tarkin in charge on the Death Star so to disobey him would be disobeying the Emperor. And you'll note that Tarkin still waited like 10 seconds before stopping Vader, meaning he was willing to let Vader drive home his point that you don't get to talk shit to him just cause your boss is in charge here. He just didn't want to lose a high ranking staff member over petty bullshit.

The emperor is the only one with any real authority. The imperial military has its own system of ranks and so forth, but the Emperor exists entirely above that and he can command anyone and everyone in whatever way he wishes. Darth Vader is like his personal assistant. He doesn't hold any rank or station but if the Emperor puts him in charge who is going to dare countermand that order?
