Yes. The creator had some really vast vision for it. During the 90s there was political strife in Japan. The economy had a dip and some citizens disliked Japan's reliance on the United States. This political happenings leaked into various forms of media; Battle Royale the novel is filled with pro-American sentiment, something that was lost in the film.

Lain's creator was hoping that Japan and the United States would interpret the show in different ways, driving a divide between the two countries. Didn't happen, everyone generally agrees that the internet is a place where you can be anyone and that there are harms that can come from that.
