It is, honestly. The vast majority of departments in the US aren't required to file any sort of things relating to people killed by cops during duty, at least not with a central authority or such. It makes it hard to get accurate numbers.

American police forces are a joke. They escalate situations way too much by yelling orders instead of calming things down by talking to the suspect.

Being confrontational almost always leads to trouble in police work in the long run. Then there's the piss poor 5-6 months of training they get. Focusing on shooting, barking orders or deploying their tazers so they can say "Oh we tried less-lethal".
