Because owners refuse to spend money. The whole point of a draft, no relegation, salary cap, etc is to avoid spending money. And the worst part is that people here defend it because it "increases competition".

British football is 100% franchises, just like American sports. All their "clubs" have owners these days

Check some real leagues with actual clubs and you'll see real parity
