It just seems like a really extreme evolution. Obviously flight aids in finding and killing small mammals which seemed plentiful after most of the dinosaurs died off, but lots of other creatures eat small animals so why did flight evolve exclusively in reptiles, except for like bats? Why didn't things like cats ever evolve to fly?

Evolution is random. Flight requires a series of conditions to be met, which makes it an overall harder trait to acquire.
