There are no real negative effects of being relegated though. Easier group = higher chance of getting that qualification spot.

Pretty much half the teams in UEFA can qualify for the Euros with the new 24-team format. If a team is unable to qualify via conventional means then they'll not in a position to be able to intentionally get relegated.
