Haha, the Hackson version is so lifeless and colorless. I guess it's to show how the city had crippled and decayed but still. There's no grand feel
It's not supposed to feel grand. It's supposed to feel like the last bastion against the hordes of Sauron who lives literally next door. They're exhausted from fighting for years against the shit little orcs that swarm them constantly and have just enough time to keep themselves alive, nevermind rebuild their crumbling city. Plus Denethor, their only leader left, has gone mad and tries to fucking burn his own family he's that twisted. It's a place of little hope and even less joy.

This doesn't happen in the books. In fact the opposite happens: Pippin sees the old and the young fleeing to the safety of the south.
