Tbf I think a streaming service with the official broadcast and maybe a couple of things more like live timing would earn them a lot of money, I'd stop paying Sky for that. They haven't done it before because Bernie was basically a retard and didn't realize that selling the product directly to the costumer instead of passing through second parties was more profitable
I think the WEC method would be fine and would work alongside any other thing they do. They could make deals with the various language sky team's and you would have all the coverage you want available at a per race weekend, per session or per season price point.
DTM does it right. It's live on TV and on Youtube and after the races they upload the complete streams as replays.
The FIA would never do that, though, because muh monies.

Apparently since WTCC is dying again there has been talk of a large FIA supported multiclass GT series, like super GT now. That would allow German an Japanese automakers to run GT3 cars in the upper category and some sort of touring cars in the lower.
