That's the only time it's ever happened, and he only won because the SC stopped the recount in Florida, where Gore had in fact gotten more votes.
The state by state system is retarded but it really doesn't have a big effect on the outcome. Mostly, it just concentrates the fight into the few states that most closely match the national polls so the rest of us don't have to get bombarded with the ads.
