Because of population. The further up the city on the list, the smaller the population. Sure Adelaide and Phoenix have higher car usage than Los Angeles, but both only have a population of around half of LA and thus, travel time and distance is reduced making car ownership and driving a more attractive option. It's when cities roads cant handle population sizes is when a city relies more and more on public transport to decongest roads.

Or a city builds itself around public transit because cars were barely or not at all a thing when the infrastructure was originally built, like NY, London, Paris etc
