The EU has reversed every vote against it so far.
When Cyprus voted against the EU "bailout", the EU blackmailed them, the banks were shut, deposits were haircut, until a week later they caved in under enormous pressure and were forced to accept it.
When Greece said No in a referendum, they closed the banks, capital controls were imposed, and then a week later were forced to say Yes to an even harsher package. But the excuse was: "You only said No to the other package last week, it doesn't apply to this new one" (which was about 30% more austerity)
Similarly when other countries voted against treaties they just asked them to vote again and again until they liked it.
