There is no official canon rule. Whatever you want to be canon is canon for you.
Moffat literally wrote* words for the Doctor to say to get people to shut up and stop asking that—it's all true, even if it all contradicts each other, because history is just like that.
And meanwhile, "From the world of BBC TV's Doctor Who" literally means nothing, since the Erimem books asked for and got permission to put "From the universe of Doctor Who" on the covers even though the only Doctor Who thing they have the license to is a character from the Big Finish audios. You could write that on a sweater and put it on your cat, and BBC won't give a shit.
