Good animation is actually pretty rare in the world. It takes a lot of technical skill that is very niche in application. If your country doesn't have an animation powerhouse like Disney or a thriving demand like Japan to nurture and teach artists, you're basically limited to the equivalent of a couple of hobbyists working out of their basement.
Content aside, some of the animation scenes look better than most things today.
