I don't think that there are enough teams to justify a tier system in the US, even if I'd like one.

The English league isn't just two tiers. It's home to about two hundred teams that can call themselves full-timers. Almost every county has at least a semi-Pro team they can call their own. For this kind of system to work, you'd to have the volume in such a abundance that you can't wholly justify having 1 single league or even 2. It won't work.

That's because it'd only work for European pyramid leagues and American leagues aren't structured that way. Not to mention if you use lower leagues as an excuse for pro-rel, teams are tied to parent clubs and the idea of switching positions between larger and smaller market is simply suicide for said league's revenue.
