Frances employment numbers for high skill industry is significantly smaller than other first world countries this can be attributed to two things

A. Brain drain
B. Ease of doing business which can further be attributed to that fact that Anglo and German FDI is much smaller towards France due to a mutual distrust of
A the french speaking English/any other language
B there zelus nationalism which leads to foreigners owning/managing french assets proforming poorly
And
C Frances labour laws giving unions too much power

That being said french productivity and flexibility is much better than other western nations that have managed to maintain many midrange industries even while underperforming (Frances car and electronics/computing industries)
