I don't get it.
Africa. It's got how much of the worlds resources but is very poor?
They have the high ground, they can pretty much dictate terms and price and we have no choice but to pay it.
It just makes no sense, Oil rich country's but still poor, Resource rich countries but still poor?

I don't think a group of people could be entirely uncreative.
The white man stole all their minerals and destroyed the ancient machinery that powered their pyramids.

it's laziness, it's lack of foresight, it's lack of creativity, it's lack of intelligence, it's lack of willpower, it's lack of everything really.
they are simply inferior in every way to all the other peoples of the world.
they can't even keep successful institutions, built by and ran by others for years, going once those others have left. they just let it rot even though they were the ones working to maintain it for years. you'd think at least one of them would have learned how to keep maintenance up and see the need to do so and get it done.
nope. they'd rather just blame everyone else for their own mistakes and short comings while receiving more aid for successful countries that have 1/4 the resources they do.

It's a strangely common matter of debate. One of my philosophy teachers did his PhD on the correlations between colder climates and more advanced civilizations -- not an unusual hypothesis.
All I can say for sure is that you can't come up with these kinds of undying stereotypes just by being arbitrarily racist.
Tribal ethics. It's unethical in Africa to gather surpluses of resources and you can destroy property when you think somebody has more than he needs in reality. This is why there's chronic hunger in Africa. Besides they worship demons, so they must have distorted vision of a society and ethics
I do agree that sterotypes exist, because you see it everyday.
Who do you think mines the resources, user? Efficient African companies?
Either the State is the only entity with the power to do so, whereupon it's promptly stolen by corruption, of foreign investment runs the mines, where they dictate the terms. Meanwhile, the resource exports are constantly under threat by tribal and religion conflict, all while the workers die from uncontrolled disease and extremely low standards of living.
It is a complex clusterfuck over there.
