There are several theories as to why the German forces didn't move in on the trapped troops. That the terrain was too bad for the tanks to advance, that Hitler wanted to make a gesture of peace, etc.
The most interesting theory in my opinion is that Hitler simply made that decision to make a point. During the French campaign German troops were so succesful and fast that Hitler got nervous and confused and gave out several orders to halt the advance. German officers just ignored his orders and kept on moving. So later Hitler gave the halt order at Dunkirk to make his officers fall in line. In a military sense it was a horrible decision, but it secured Hitlers position as sole commander in chief whose orders will be carried out, no matter what.
