They just make it up. A few decades ago black Americans tried to return to their roots by choosing "African" sounding names. Then they had children so they combined the mom and dad's name. Or the baby daddy's name. Or whatever the fuck they have.
When I was a teacher we called them "alphabet" names because it was like they just chose random vowels.
